Your average alien researcher is tasked with a daunting mission: gathering information about the myriad ways that humans choose to pledge themselves to one another and construct life long commitments. This research begins with the creation of a new collection in their database, titled “iCollege”. The purpose of these collections is to build on the foundation of knowledge that previous researchers and explorers have collected, while providing a sort of social experiment. The next piece of information that the alien recorder comes upon is the division between marriage and domestic partners. The idea of citing union on the basis of a contract or agreement is novel to say the least. Other members of the Union do bond themselves to one another through contracting, thus the definition of domestic partnership would be deemed very foreign. The notion that a couple might bind themselves together and agree to the separation of assets should the relationship dissolve seems to be quite deranged. Basically, the alien researcher thinks, each member of this civilization is attempting to bide their time until the next assignment comes their way, or to allow the occurrence of a few more sunrises before they disband the contract or agreement.

In addition, the concept of a couple being required to cohabitate in order to create a binding union, and place a projection of cohabitating at a Colorado address for the foreseeable future is extreme. After all, the alien researcher quickly assumes that the notion of “cohabitation” means to live together. Therefore, this bond is not seen in every other cultural unit your current alien researcher has studied. The union of two humans in Colorado is a unique concept, even when viewed from an outside perspective of an alien observer.

As the family unit continues to evolve across the mere three hundred years of its existence, many questions about the concept of marriage are yet to be answered. Where will the notion of marriage go next? And how will these obsessive creatures from earth proceed with their logical understanding of human interacting society? iCcollege: Thanks for coming. We are pleased to have you with us. What is your name?

Alien: I possess many names in your culture. But I think you humans refer to me as Krendor.

iCcollege: Ah yes. We have definitely heard of you.

Alien: Good. Then I can get right to the meat of the matter.

iCcollege: Meats are outlawed on my world too.

Alien: For good reason I’m sure. We do what we can here on Earth to support animals and their right not to be killed for food. This involves efforts such as vegetables.

iCcollege: Let’s get to the point. What can you tell us about knife laws in Delaware?

Alien: I’ve done a comprehensive overview and found that Delaware knife laws are remarkably lenient. Civilized human beings may not have knives on school property in these states, but the Delaware law specifically states that knives in most other situations are lawful to possess.

iCcollege: On our world, I am the messenger for those laws there; I move between states and spread civil messages.

Alien: Similarly, knife laws in Delaware are only broken, even in the slightest, if a person knowingly was in possession of a deadly weapon with an intent to injure or kill another person. Automobiles are deadly weapons under the law if you act with intent to harm others. I would recommend using knives as tools, but not for harming humans.

iCcollege: We have found a sense of humor, then, in your perspective.

Alien: Certainly. I appreciate that most Earth species have a sense of humor, even if you do some things that are considered quite strange.

iCcollege: Let me guess: there are some strange things on your world. I can only imagine.

Alien: Yes. Highly differentiated speech patterns, varying accuracies and varied tendencies toward violence and over-consumption. But this is not the subject at hand. Knife law in Delaware, as I said before, is quite clear. A person may not use a “dangerous knife” with the intent to come in contact with others for “purposes of injury.”

iCcollege: All humans are official on Delaware law, or just some?

Alien: The law applied similarly to all mammals, including a certain segment of your population known as lawyers. Senators, mayors and governors also fall into the category of prohibited weapon-possessors in Delaware. I’m not sure why humans can’t simply avoid the use of dangerous knives to ensure safety and balance on Earth. Adherence to law is a surprising and highly enforced human trait, and I’m not sure why.

iCcollege: The obvious question: what do aliens find ironic about humans?

Alien: Humans, for the most part, will do anything to survive, including eliminating others. Humans do so through a military system, a police system and various intrigues. Y’see, this is something in which I wholly participate. When a gun is pointed at someone on your world, humans rarely adhere to laws and often respond with “stand and deliver.” The other human collapses in response to the weapon. It would prove much more interesting, to me anyway, if humans added “STAND AND RECYCLE!” to the end of that command. I suspect many humans would recycle their battered bodies.

iCcollege: As if that were a standard directive.

Alien: Standard directives are categorized into two types: ones that humans enact, and ones that they enforce upon themselves. Humans do a great job of repeating what they hear and following the letter of the law. It’s paradoxical that a human can believe certain weights of cannabis should be legal without restriction, yet still follow rules and not risk stiff penalties for having a cannabis plant in his front yard. You abide by the rules too well.

iCcollege: You are correct in your assumption that the average human would not wish for a cannabis plant to grow in his front yard.

Alien: Indeed. So humans, even fallen under the law of Delaware knife laws, will ignore rules that they choose. It’s a doubly paradoxical situation: Humans – Follow law. Humans – Ignore law.

iCcollege: Very interesting. Do you have any thoughts about specific knife laws?

Alien: There are many to review, and many situations to consider. I would advise everyone to think deeply about concepts like “dangerous knives” and “deadly weapons” and “cockfighting blades” (yes, it’s a real thing, apparently!). To wit: “No person shall intend to cause serious injury to another by means of a knife or other dangerous instrument, and shall use the knife or dangerous instrument in furtherance of the intent.” Sounds simple enough! Just don’t hurt anybody.

iCcollege: Tell us more about Delaware knife laws. We have time.

Alien: Of course. Chapter 5 defines knife as: “any bladed implement, including, but not limited to, razor blades, and shall include “dirk,” “dagger,” “stiletto,” “switchblade,” “stealth knife,” or “gravity knife,” or similar knife, poisoned blade, or any knife designed to conform to the hand, with a blade fitted into a hand grip.”

iCcollege: You told me once that humans are legal weasels in a full moon.

Alien: Perhaps something like that. There are knives and “dangerous knives” and knives used maliciously for combat. Those may not be serious crimes, but many do find themselves on the wrong side of Delaware knife laws. Laws are not the same in all states. I’d put my money on Delaware knife laws over most others.

iCcollege: What do you mean by “most others”? What is a comparable example on Earth?

Alien: I’ve studied Pennsylvania knife laws and find them no comparison to those in Delaware. Despite the many exceptions for deadly weapons, no one specifies what “jousting stick” or “blow gun” might be. I have not taken a personal liking to “dagger,” “dirk,” “stiletto,” and “switchblade,” and none of my people have ever seen a “poisoned blade” or “stealth knife.” Different parts of your planet are quite puzzling.

iCcollege: We have only glimpsed a portion of you world.

Alien: Indeed. Such interesting environmental conditions. Do you humans not see the point of using a board to smack people? Several rocks hurled at the same time produce the same effect as any gun or knife. Humans tend to complicate matters, and I cannot conceive why people have chosen to use themselves to bring down each other.

iCcollege: You are very informative.

Alien: Thank you. Of course, I’ve studied for many Earth years. I’ve also used my law-oriented mind to train others in the methods of observing the possible criminal. I’ve aspired to understand all but a sliver of what confounds human behavior.

iCcollege: Take that as a compliment.

Alien: It is difficult to follow human conduct. As you have learned, in the intergalactic community, we expect minimum standards and require conforming to laws. You humans are quite different in this respect.

iCcollege: The constant question is one of law and order.

Alien: Agreed. I’ve spent several years, looking for that order, and will continue to do so with knife laws, even in Delaware.

As a brief introduction, we shall discuss the basic definition of a guardianship, and its purpose. These concepts are very basic, and do not need repeating for iCollege applicants, but make a good introduction into the article.

Guardianship laws are designed to protect children who otherwise lack proper parental guidance, or adults who are incapacitated and unable to protect themselves. And this is where human culture becomes interesting. Humans have created entire bureaucracies and processes around the concept of an adult being unable to care for themselves. As this task is one of an alien being confounded by human culture, we will move forward with its definition, while moving beyond simple definition, and into the bureaucratic process required to submit your guardianship forms.

There are many basic terms that are used when discussing a guardianship. iCollege students, being the exceptional group that they are, have come across this information previously, and already become familiar with this terminology. But, for the benefit of any humans who may find themselves needing to learn more about this topic, we will look at them in detail. This, along with the term “incapacitated person,” describes the target of your guardianship form. Again, these terms are easy to understand for those you encounter in the human bureaucracy, having needed to learn them for the purpose of assigning terminology to a process that is far deeper in meaning.

But let us take a moment to consider the idea of receiving guardianship over someone, which is simple in the sense that it is passing legal responsibility over to another. But to the outside intelligence, a human life is far too abstract to assign such a power. Understanding Animal Rights and Neglect Laws

Just where this article should go is hard to see from my current vantage point. I am currently hovering in low Earth orbit, en-route to a distant Galaxy. Flying towards the system of Orsionx, I have been given a brief respite from my exploratory mission to document Earth’s human civilization. As I take a break in writing of many of Earth’s cultural idiosyncrasies, I have been given the task of explaining the human concept of, and laws governing, animal rights to you, the readers of iCollege.

With particular attention to the laws pertaining to animal care, and neglect there of, I will touch briefly upon this rather strange facet of Earth society before continuing my exploration.

The treatment and rights of animals is quite a strange concept to us, intelligent beings of the Galaxy, for it goes against our natural order. In the abundant vegetation of our home world, Zorgal, we are never hungry, and as such cannot imagine the necessity to feed animals. Further, we never kill one another – thus, it would take a very bad day indeed for me to kill even one of my fellow beings, much less an animal. Thus, efforts to protect animals, who are always among us, seem like a pointless exercise. However, to satisfy my orders, I must recount to you the laws your culture has established.

The laws pertaining to the care of animals, including the prevention of their neglect, vary from state to state on Earth. Of particular concern, and the focus of this article, are the laws in the state of Michigan. As I do not have access to the Internet, I can only confirm for you certain aspects relevant to my task. I ask that you excuse any lack of specificity resulting in my ‘internet-less’ status.

Further, my absence from the interwebs means that I do not have the ability to link you directly to other references. My download will be particularly slowed by this article. However, the senior members of my ship have given me permission to make some inferences from similar laws in other states and locales. As such, one need not look far to see that Michigan places a very high premium on care for animals. By way of specific example, a property owner, operator or caretaker is liable for any personal injury, including emotional damages, which result in any manner from the owner’s, operator’s or caretaker’s failure to maintain the animal in a safe environment. A violation of such a law would be punishable by up to 93 days in jail, as well as various monetary fines and penalties.

In the Galaxy, we universally agree that no amount of damage is worth injury, much less death. With that in mind, you can imagine just how severe the penalties for animal harm must be here on Earth. In fact, where I am from, a breach of these laws would result in a swift execution without hesitation. However, Earthlings seem to have a lunacy about them, for they still allow breaches of these laws to exist. This includes instances of human attack, and the loss of life, death or injury caused to humans or other creatures as a result of the improper maintenance or the aforementioned failure to maintain the animal in a safe environment. Such behavior makes no sense to me, though it appears not to result in very high rates of injury, death, or emotional trauma.

Indeed, even those members of our crew, quite intelligent, behave strangely, and suffer from many ailments which should cause them to perish but do not. I have repeated many instances of injury and death over our long journey. Yet, they, unlike your species, have not reported upon the existence of comprehensive animal neglect laws in Michigan. Though, I expect that will soon change, as they have recently asked me to replace their ‘VLC, Vitoc, VLC Media Player, for a new VLC MP3 Media Player’ or some such audio play device. When I leave here, I intend to return, for I now have a feature I am working on: as best as I can tell, it will be called ‘HOW TO UNDERSTAND HUMAN IDIOCIES’. With this, I will be able to properly translate and explain the actions, thoughts and results of your species.
